The goal of this technical assistance project was to provide project management support to the national-level and district-level governments in the Minitry of Water and Livestock Development (MWLD) to execute the national Rural Water Supply and Sanitation Program. This technical assistance was also about change management due to the financial, managerial, organizational and attitudinal reforms that all stakeholders would have to make in order to adjust to the new systems and operating environments. Among other outputs, Cowaters team provided input to detail the institutional arrangement, linkages, structures, policy, and staffing requirements for water sector management at the national and district levels, and prepared a sanitation strategy for public, school and household sanitation. In addition, Cowater assisted the MWLD in preparing and reviewing annual training and capacity building plans and prepared the training and capacity building strategy for the implementation of the National RWSS Program.
