Cowater ran this three year (1990-1993) project to lead the planning for rural water supply and sanitaétion in three southern districts of Sri Lanka. Subsequently, Cowater was invited to carry out similar planning in three additional districts, funded by the Canadian Government. The planning entailed a ten-year period for District Developément Plans and five years for Priority Investment Projects. The project identified institutional resources for program delivery; it therefore focused heavily on NGOs, the private sector and local government as well as the Sri Lankan National Water Supply and Drainage Board (NWSDB).
