Strengthening Community Policing in Albania: Phase 3

The third phase of the Community Policing (CP) program is a follow-up of the first two successful phases also implemented by Cowater. The overall aim of the programme is to improve trust and partnership between Albanian State Police (ASP) and community to create safer neighbourhoods. The program is organised through three interlinked pillars: Pillar 1. Support the ASP in enhancing the efficiency of the CP and enhancing the adoption of CP as an approach. Pillar 2. Strengthening the police – state accountability and coordination along with the community policing analysis capability. Pillar 3. Improving ASP responses to community priorities, including domestic violence by ensuring ASP capacity in key topics such as domestic violence, traffic, and youth engagement. The programme also has a cross cutting component of small grants, used to reinforce community participation and influence over the development of community policing approaches.
