Cowater was contracted (from 1997-1998), to support Ethiopias Ministry of Water Resources to provide the technical assistance and undertake studies to improve regional government organizational, financial and technical management of water supply and sanitation operations. Cowater supported these governments to institute cost recovery and monitoring of sector performance including socio-economic impact and to promote devolution of authority. The Cowater components consisted of baseline studies, socio-economic indicators, tariff and asset valuation, and technical management and maintenance. Working closely with the respective regional and municipal governments and the central government, the studies presented alternatives for decentralizing and strengthening the management of public water supply and sanitation facilities in Afar, Somali, Harari and SNNRP Regions.
