Director, Public Financial Management & Accountability

Mr. Leblanc is a Chartered Professional Accountant with 10 years of experience and specializes in designing, implementing and managing public sector oversight and capacity development projects. He has expertise in financial audit, financial modelling, project management, strategic planning, results based management, and proposal writing. Most recently with Cowater, Mr. Leblanc served as Team Leader for the DFAT funded Citizen Engagement for Social Service Delivery Project in Pakistan where he was charged with managing a large team of national staff and international consultants while working closely with government and civil society to design, develop and implement the project’s programmatic activities.

As Director of the Public Financial Management & Accountability Group, he provides senior management support and oversight to headquarter and field personnel in the following areas:

  • Public financial management, transparency and accountability
  • Strengthening national oversight of the extractive sector
  • External and internal audit
  • Strengthening Parliamentary oversight bodies (non-SAI) and combatting corruption
  • Audit management systems and software tools
