This project, implemented by Cowater International (formerly Transtec), supports the DRC’s civilian and military authorities in the design and steering of the security sector reform process to strengthen governance and rule of law and foster just and lasting peace in the DRC. The programmeis strengthening the Ministry of National Defense, Veterans Affairs and Reintegration (MDNAC-R) in the planning, implementation and monitoring of the Reform Plan of the Army through the modernization of the institutional, legal and regulatory framework. PROGRESS is supporting modernization in areas such as of human resources policy and procedures, budgeting, and financial and public procurement management. It is strengthening the effectiveness of internal control and external accountability mechanisms in the defence sector by reinforcing the army-civilian relationship and fighting against impunity. This includes the strengthening of the Civic and Patriotic Education and Social Action Service in partnership civil society, which is conducting independent studies on civilian control of the security sector, recruitment of child soldiers, and interactions and between the army and citizens to restore the population’s confidence in the army.
