Cowater International was engaged by FCDO to conduct qualitative third-party monitoring and verification of FCDO-funded humanitarian assistance in Syria and Iraq, providing assessments of the delivery of FCDO-funded projects, contributing to improved project design, and delivering the evidence necessary to assess effective strategies and lessons learned. The project covered the following sectors: social protection, detention and legal assistance, democracy and rule of law, gender equality, human rights, capacity building, food security; health; livelihoods; education; and WASH. The project included independent project monitoring through Field Monitoring Visits (FMVs); assessments of FCDO’s implementing partners’ monitoring & evaluation systems; and thematic studies (only in SIM). The Third Party Monitoring assessed project progress against logframe output indicators, reviewed the processes followed to implement activities, and identified implementation strengths and gaps as well as aid diversion risks. The project also engaged with FCDO’s implementing partners, their downstream partners, beneficiaries, community members and local stakeholders on the implementation of projects and project results.
