The Control of the Chagas Disease and Leishmaniasis (COCHALE) Project worked with Honduras’ Ministry of Health on key reforms and organisational capacity building efforts on this CAD$2.3 million project from 2011-2019. To improve health conditions of the rural population at risk of vector-transmitted disease, the COCHALE project focused on reforming and developing the Ministry of Health’s capacity in the areas of procurement and financial management. The key activities of this project included strengthening the procurement system at the Ministry of Health, which is helping achieve greater value-for-money in its procurement processes; various procurement tools, including prequalification and standing offer processes and operational manuals, were developed; capacity building was provided to evaluation committees on evaluating bids and proposals as well as drafting Terms of Reference and technical qualifications; and manuals for the evaluation committees were also developed under this initiative.
