The Framework Agreement for Programme Planning (FAPP) services provide high quality, coordinated and timely management and implementation of programme planning for bilateral development cooperation. The purpose of FAPP is to combine the procurement of pre-identification, identification and formulation phases and procure all the required services from one service provider, in the form of a framework agreement. The service-based approach should reduce the administrative and management resources used for individual (identification and formulation) tendering process at the Ministry for Foreign Affairs of Finland (MFA); ensure the quality of outsourced programme planning processes by providing high-quality expertise and resources; increase flexibility, timeliness, efficiency and effectiveness of the MFA in preparing and commissioning programme planning; provide programme planning processes that produce high quality programme documents for the Finnish bilateral development cooperation; increase effectiveness, synergies and possibilities for learning by providing a platform for accumulating knowledge.
