Governance for Employability in the Mediterranean (GEMM) Provision of Expertise in the Field of Vocational Education and Training

The Governance for Employability in the Mediterranean – GEMM project implemented by Cowater International (formerly Transtec) improved the governance of vocational education and training systems in eight countries of the region: Algeria, Egypt, Israel, Jordan, Libya, Morocco, Palestine and Tunisia. Cowater International designed and implemented a capacity building programme for policy-makers and social partners. It tackled multilevel governance for TVET with a focus on overall planning and management, finance and funding and quality assurance and engaged in a capacity building programme for representatives of the pilot projects. Project activities targeting the representatives of specific actors at the local level (TVET providers, social partners, NGOs, etc.) which were involved in the selected pilot projects from the target countries. GEMM worked in Algeria, Egypt, Israel, Jordan, Libya, Morocco, Palestine and Tunisia.
