Cowater was awarded the contract to provide technical assistance to the reform of the rural water and sanitation sector in Honduras in 1995. Cowater advised the group of ministries, local consultants, bank representatives and agencies on the formulation of new models and implementation structures that will fit in the government’s plans to restructure and municipalize the sector. Cowater also supervised the group in the formulation of a transition strategy towards the new structure, generating a map of sector needs, a long-term investment plan and a technical assistance program for the sector.
