Support for a Professional and Inclusive Police Force in Haiti Project (APPI)

The Appui à une Police Professionnelle et Inclusive (APPI) project is strengthening the capacity of the Police Nationale d’Haïti (PNH) to deliver professional, accountable, and inclusive policing services that respond to the needs of citizens. Implemented by Cowater International in close collaboration with the PNH and with support from Global Affairs Canada, APPI works to build a more trusted, transparent, and community-oriented police institution.

Through a combination of training, institutional reform, and community engagement, the project enhances the PNH’s operational effectiveness and promotes closer collaboration between police officers and the communities they serve. APPI supports the modernization of management systems and procedures, while equipping police personnel with practical tools to improve investigation, prevention, and response to security challenges, including gender-based violence.

A key focus of the project is advancing gender equality and social inclusion within the police force. APPI promotes the recruitment, retention, and advancement of women and underrepresented groups, ensuring that the PNH reflects the diversity of Haitian society. Dedicated training on leadership, ethics, and human rights supports the development of a police culture rooted in professionalism, respect, and accountability.

By building institutional capacity and embedding inclusive practices at every level, APPI is helping to shape a more effective, equitable, and citizen-centred police service in Haiti—one that contributes to stronger governance, improved security, and greater public confidence.
