Under the Syria Independent Monitoring II (SIM II) Cowater International performed a third-party monitoring function, by providing information facilitating the assessment of the delivery of humanitarian projects funded by FCDO in Syria, while contributing to improved project design, the identification and mitigation of risks, and learning lessons to strengthen future programming. The program covers sectors including: Agriculture/Livelihoods, Education, Food Security, Health, Non-Food Items, Shelter, Protection, WASH and Multi-purpose Cash Assistance. The contract includes five outputs: independent project monitoring; assessment of FCDO’s implementing partners’ monitoring & evaluation systems; thematic studies; assessments of inclusion and accountability to affected population; and lessons learned reports.
