Strategic Planning of the Water Supply and Sanitation Sector for the Department of Water Supply and Sewerage (DWSS)

Cowater prepared a sector-wide review of the water and sanitation sector in Nepal in collaboration with local consultants (running from 1993-1994). Faced with a variety of approaches being used for community management by the various agencies and NGOs in Nepal, the government sought a seven-year plan covering the entire sector which provided guidance on a decentralized institutional framework, participatory planning and steps for strengthening the department itself. This was an example of Cowater’s ability to carry out a sector review by drawing in all institutional partners into the planning and putting the emphasis on institutional resource mobilization.
