Cowater implemented this important WASH and capacity building initiative in Ghana (Phase 1 from 1992-1993 and Phase 2 from 1995-1998). In Phase 1 Cowater prepared a Strategic Investment Plan (SIP) for a national Community Water Supply & Sanitation Program (CWSP) to meet the needs of small towns and rural communities in Ghana. The SIP approach included: demand-driven approaches; community management; district capacity-building; cost-sharing partnerships; private sector and NGO involvement; the development of a new Community Water & Sanitation Division (CWSD); adoption of technologies best-suited to community O&M; and policies for expanded and sustained service coverage. Under Phase 2, Cowater was then contracted to provide technical assistance services for the Community Water and Sanitation Project in small towns and rural communities in four regions supported with a World Bank loan o.
