Latin America and Caribbean - Haiti
The Strengthening Haiti’s National Police Academy (RANP) project is enhancing the capacity of the Académie nationale de police d’Haïti (ANP) to deliver professional, accountable, and gender-responsive police training in the context of Haiti’s ongoing political, humanitarian, and security challenges. Funded by Global Affairs Canada and implemented by Cowater International in partnership with the ANP, the project supports Haiti’s broader efforts to strengthen public security, institutional resilience, and citizens’ trust in the national police.
RANP focuses on three core areas: crisis management and infrastructure modernization, professionalization of police training, and promotion of gender equality and inclusion within the Haitian National Police. Since its launch, the project has contributed to securing and rehabilitating the ANP campus, upgrading key infrastructure to create a safer and more functional environment for cadets and instructors, and developing new crisis management tools and operational protocols.
The project has also designed and validated the High Command training program, delivering new modules on leadership, crisis management, and operational response. In parallel, RANP is advancing gender equality by providing gender-sensitive pedagogy and integrating gender equality and human rights principles into all levels of the police training curriculum.
By 2027, RANP aims to establish a fully operational, secure, and inclusive National Police Academy capable of delivering competency-based, gender-responsive training and preparing a new generation of professional, ethical, and accountable police leaders — reinforcing the foundation of stability, public safety, and trust in Haiti.
