Latin America and Caribbean - Dominica
The “Community Development Plan for the Carib Territory ” project was a three-month, USD 80,000 initiative undertaken with the financial support of the Caribbean Development Bank (CDB). The initiative consolidated existing and planned donor/NGO/local initiatives, and further developed priority projects. Cowater worked with the Carib indigenous people on the island of Dominica to design a multi-sectoral development plan defining poverty reduction initiatives such as livelihood enhancement and improved service delivery. The project focused on micro and small enterprise development as well as human resource development enabling Caribs to take full advantage of business opportunities; potable water and sanitation; feeder roads to support agriculture; and a housing refurbishment program. This comprehensive study served as a master plan for Carib leaders, external agencies and donors.
