This six-year CAD 13 million Program (2002-2008) aimed at improving the macro economic situation of the beneficiary countries by increasing their revenue (through better fiscal policy and tax administration), assisting them to spend it more efficiently (through effective public expenditure management) and, increasing the accountability of the governments in the usage of public funds (through the external audit). To do so, the programme was divided in four major sectors: Macro-economic governance, Revenue Management (SIGTAS Implementation and VAT), Public Expenditure Management, and External Audit. Each sector included a series of specifics projects that were executed in one or several countries.
