Enhanced Oversight of the Extractives Industry in Francophone Africa (PASIE)

Cowater implemented this Global Affairs Canada-funded project to enhance transparency and accountability in the Extractives Industry (EI). This multi-country project was implemented in four resource-rich countries; Burkina Faso, Cameroon, Madagascar and Mali and sought to have a lasting impact throughout Sub-Saharan and Francophone Africa by not only building the capacity of national Supreme Audit Institutions (SAIs), but other oversight bodies to audit and monitor EI activities. This project undertook key activities to improve the transparency and accountability of resource revenue/royalty management systems and practices. It strengthened the abilities of audit practitioners to supervise, regulate and audit sector stakeholders and enhancing participating SAIs’ abilities to analyze and report on their governments’ implementation of policies designed to ensure health, safety and well-being of citizens’ with respect to extractive sector activities. Under this project, Cowater also rolled out and customized Audit360, Cowater’s public sector audit software, to all partner SAIs, in order to support improved oversight of the EI, while enhancing their EI audit capacity. By using Audit360, each project country was able to utilize more modern audit tools for the conducting performance, compliance and regulatory audits, while promoting and strengthening their adherence to the International Organization of Supreme Audit Institutions standards.
