Expanding and Strengthening the Capacity to Perform IT Audits and Development of an IT Audit Manual for the Auditor General’s Department

Cowater implemented a one-year project, USD 150,000 project funded by the Inter-American Development Bank (IDB) between 2016-2017, working with the Auditor General’s Department (ADG) of Jamaica. This project worked within the Public Sector Efficiency Program by providing Information Technology (IT) Audit training to the ADG and supporting this through the development of a comprehensive IT Audit Manual. The project developed a risk-based audit planning approach for IT audit engagements as well as a risk-based IT audit methodology and working papers. Further achievements of this initiative included conducting a series of pilot IT audits to assess the IT systems of the Government of Jamaica, including the Ministry of Finance’s computerized financial management system, which resulted in the strengthening of the ADG’s capacity to undertake IT Audit, risk-based IT audit planning and execution and computer-Assisted Audit Techniques as well as provided an opportunity to develop recommendations on improving assurance standards and guidelines as well as the governance and security of their ICT systems.
