Project to Support Modernization of the Tax Policy Process

Cowater undertook this study  on the modernization of tax policy-making processes within the Tax General Directorate (DGI) of Mali. The study focused on the tools and skills required for sound tax policy development, this included a gap analysis to identify areas for potential capacity building. It also provided recommendations on how this modernization process could be optimized and defined modern analytical tools which could be used (e.g.: tax simulation models and revenue forecasting models). Cowater also provided an advisor to the DGI for the Tax Policy Unit.
