Cowater implemented this two-year, CAD 380 000 project (2009-2011) which was part of a special program: the “PRODEV” (implementation program for medium-term development efficiency), developed and financed by the Inter-American Development Bank (IDB) for capacity building and institutionalization of Results-Based Management. To achieve these objectives, this project carried out an institutional/operational diagnosis and recommendations for optimizing the budget cycle, undertook a diagnosis of the tools, procedures and systems used in the budget cycle process, and issued recommendations for improving the process of strategic and operational planning at both central and sectoral levels.
