Development of a Master Plan to Strengthen Rural Water Supply and Sanitation Delivery in Artibonite

Cowater was selected by the Government of Haiti and the Inter-American Development Bank to develop a Master Plan in Artibonite Department to strengthen the ability of the National Directorate for Water and Sanitation (DINEPA) to plan and support delivery of water and sanitation services. The immediate onset of the project included a cataloguing of the situation through the implementation of technical and social field inventories and preparation of water supply feasibility studies. This inventory resulted in the detailed survey of over 2,900 rural communities, 1,900 water sources and 156 piped water systems. The scoping activities also included a review of policy, legal and institutional frameworks. This review and the results of the extensive inventory were the cornerstone in the preparation of a 15-year Strategic Investment Plan, and a capacity building plan including targeted support for strategic planning and management, monitoring and evaluation, environmental protection, and institutional guidance for sector-wide approaches to water and sanitation delivery. This project was designed to include direct input from DINEPA staff at all levels to maximize the impacts of capacity building and knowledge transfer by the project, and therefore strengthen the Department’s capacity to develop and implement Master Plans in other departments in Haiti.
