Services to Support the Proper implementation of the Early Recovery Programme (ERP) Framework Loan in Ukraine – Phase II

The overall objective of the services implemented by Cowater International (formerly Transtec) are to support the proper implementation of the Ukraine Early Recovery Programme (ERP)framework loan while enforcing and maintaining the quality of funded projects, and compliance with the EIB’s regulations in environmental and social standards, procurement and corruption prevention. It focuses on support to the MCTD (Ministry of Communities and Territories Development) and MoF (Ministry of Finance) in meeting contractual obligations under the ERP Framework Loan and in processing the payments related to the ERP as well as support for the assessment, prioritization, development and implementation of the recovery investments according to the Finance Contract and the Government priorities. The programme further supports the MCTD in the preparation of allocation requests of sub-projects under the ERP framework loan, coordinating with the UNDP on the monitoring of sub-project schemes at final beneficiary level, capacity development of the Project Management Unit established within the Ministry as well as the development of transparent and effective management and reporting tools, including Programme Financial Management Guidelines. This project is a follow-on to Phase I, also implemented by Cowater
